The program will also target Mini Mills (non-smelting), Pipe Suppliers, and other companies that are part of the distribution network for metals.
Service centers maintain inventory and may perform functions, such as; sawing, shearing, bending, leveling, cleaning or edging on a custom basis as part of sales transactions. The target clients will be middle market accounts throughout the United States that are focused on safety. Program clients will include those that use their own vehicles for product transportation, as well as transportation firms that specialize in these products.
These companies are typically supporting members of industry groups and associations including the Metal Service Center Institute, American Iron and Steel Institute, the Institute of Scrap Recycling Industries and the Steel Recycling Institute.

Targeted risks will demonstrate the following characteristics:
- - Pride of ownership, evidence by good housekeeping and timely compliance with risk control recommendations.
- - In business for 3 or more years, or management with 5 years prior verifiable experience in the industry.
- - Owner and/or management actively particpate in the daily business operations.
- - Reflect a stable financial condition with no significant changes from prior operations.
- - Maintain an active Safety program; along with appropriate employee screening, hiring and training programs.
- - Contain an established vehicle inspection and preventative maintenance shcedules and driver criteria.
- - Encompass an equipment maintenance programs followed and documented.
